Authorities located the illegal operation within an office building near Jakarta’s Chinatown district. The network had been active for approximately two months. Among the arrested, 228 were Vietnamese, 57 Chinese, 13 from Myanmar, 11 from Laos, five from Thailand, and three from Cambodia.
Most suspects entered Indonesia on short-term visitor visas and overstayed their permits. They held structured roles in customer service, telemarketing, and financial administration, and authorities confirmed their awareness of traveling to Indonesia specifically for gambling operations. Of the 321 arrested, 275 face formal charges under Indonesia’s criminal code on gambling, which carries a maximum sentence of nine years in prison. Potential money laundering and immigration charges, along with fines up to IDR 2 billion (USD 116,000), are also applicable.
Broader Regional Enforcement Against Transnational Cybercrime
All 11 Lao nationals remain in Indonesian custody, with authorities coordinating with the Lao embassy regarding their cases. This Jakarta raid marks the second significant roundup of foreign nationals in two consecutive days. Previously, immigration authorities arrested 210 foreign nationals on Batam Island in connection with a separate online investment scam.
Indonesian authorities have also recently dismantled similar operations in Surabaya, Bali, and Batam, indicating an expanding pattern of transnational cybercrime across the country. Furthermore, Lao authorities dismantled an illegal online gambling network in Houaphanh province in late March, arresting 231 individuals, including 223 Vietnamese and eight Lao citizens. This network utilized social media platforms and gambling websites to livestream activities to cross-border audiences, classifying it as transnational crime.
