The landlocked country experienced one of the worst civil wars in history. Rwanda is also known to have had great struggles with its economy although things seem to have changed. The country is experiencing remarkable positive changes to its economy. Some of the changes are due to an improvement in the tourism sector and businesses. Casinos seem to have had a large impact on the nation's tourism sector since gambling was legalized in 2011. Since 2004, the country did not have any rules governing the gambling sector.
All types of gambling done in the country at that time were completely illegal. The government passed a gambling regulation law in 2011 which made legal gambling available in Rwanda. In 2013, the government created a main regulator of the gambling industry, the Rwanda Gambling Board. The board was meant to regulate gambling in the country through the issuance of gambling licenses. The gambling industry experienced a backslide in 2016 when all forms of gambling were temporarily prohibited in the country. The situation returned to normal later in the year. Currently, there are several land-based and functional online casinos in Rwanda.
